Brief Introduction of Law School, SWUPL

  The Law School of Southwest University of Political Science and Law was set up by teachers of the former teaching and research section of constitution and administrative law, the teaching and research section of criminal law, the teaching and research section of procedural law and the former criminal justice department during the adjustment of the school and department in 1998. It was formerly called the No.3 Department of Law and renamed the Law School in 2002. At present, the School has four teaching and research departments, namely, criminal law, criminal procedure law, civil procedure law and judicial system, with doctoral and master's degree programs in criminal law and procedural law. There are 96 full-time teachers in the School. Among them, 23 are doctoral instructors, 66 are masters instructors, 26 have senior professional titles, 37 with deputy senior professional titles, and all full-time teachers under the age of 50 have doctoral degrees. Among the full-time teachers, there are not only doctors in law from Peking University, Tsinghua University, Renmin University of China, China University of Political Science and Law, Chinese Academy of Social Sciences, Jilin University, Wuhan University and other top domestic institutions of higher learning, but also overseas  doctors in law from the United States, Germany, Japan, Italy, South Korea and other countries. Among the full-time teachers, Prof. Sun Changyong, Prof. Tang Li, Prof. Mei Chuanqiang, Prof. Shi Jinghai, Prof. Chen Wei, Prof. Wang Xingfei, Prof. Zhang Jixi, Prof. Duan Wenbo, Prof. Li Changsheng, Prof. Yuan Lin, etc. were successively awarded the titles of Ten Young Jurists in China, the Excellent Teachers in Chongqing, the Model Teachers in Chongqing, the Top 10 Young Jurists in Chongqing, etc.; they were selected into the state 18 national and provincial level talent projects, such as Leading Talents of Philosophy and Social Sciences of Chongqing, Outstanding Talents of Chongqing, Distinguished Professors of Bayu Scholars, Academic and Technical Leaders of Chongqing, served as Vice President of China Criminal Procedure Law Research Association, Vice President of China Civil Procedure Law Research Association, Vice President of China Criminal Law Research Association and Vice president of China Crime Academic Research Association. In addition, the School also hired nearly 200 experts from the national courts, procuratorates, law firms and other practical departments as part-time teachers and practical mentors to participate in the college's practical teaching work, so as to meet the training needs of senior outstanding legal talents.

 

 

  Programs

 

  [Criminal Law]

  The discipline of criminal law originated from the Department of Political Science and Law of Southwest People's Revolutionary University established in 1950 and the criminal law teaching and research office of Southwest Institute of political science and Law (predecessor of SWUPL, one of the eight teaching and research offices directly under the University) established in 1953. It began to enroll master's degree students in criminal law in 1979 (one of the earliest disciplines to enroll master's degree students in criminal law in China). It was identified as a provincial key discipline in 1995, and obtained the authorization of doctor's degree in 2000. In 2004, it began to accept postdoctoral researchers. The Criminal Law course  is Chongqing Excellent Course (2004), Chongqing Postgraduate Excellent Course (2008), Chongqing Excellent Resource-sharing Course (2012), Chongqing Excellent On-lineOpen Course (2014); the Criminology Course and China Criminal Law (general) course are Chongqing Postgraduate Excellent Courses (2013 and 2015); the Criminal Law teaching team is rated the Excellent Teaching Team of Chongqing (2008) and the "Practice-oriented Criminal Integrated Tutor Team" jointly established with the discipline of criminal procedure law. The tutor team of the discipline is granted Chongqing Graduates Tutor Team in 2018. The discipline now has provincial (ministerial) research platforms such as "Drug-related Crime and Countermeasures Research Center" (established in 1997, the first batch of key research bases of Humanities and Social Sciences in Chongqing in 2003), and "National Drug Control Research Center" jointly established with the National Drug Control Commission and the Supreme People's Court in 2017, and "New Crime Research Center".

 

  [Criminal Procedure Law]

  The discipline of criminal procedure law is a national key discipline of law. In 1979, it began to enroll master's degree students and doctor's degree students in 1995 (the second batch of doctor's degree programs of procedural law in China and the first doctor's degree program in our university). In 2004, the core undergraduate course Criminal Procedure Law was rated as Chongqing Excellent Course and National Excellent Course; in 2007 and 2010, the teaching team of criminal procedure law was successively rated as Chongqing Municipal Teaching Team and National Teaching Team of Higher Education; in 2016, the criminal procedure law was rated as National Excellent Resource-sharing Course; in 2017, the “Multi-teacher Graduate students Mixed with Doctoral StudentsTeaching Mode”of the  course—General Theory of Criminal Procedure Law of China was awarded as the Excellent Course of Postgraduate Education in Chongqing. The discipline has Chongqing key research base of Humanities and Social Sciences—Research Center of Procedural law and Judicial Reform, and jointly built provincial (ministerial) scientific research platforms such as "Research Center of Procuratorial Theory" with the Supreme People's Procuratorate.

 

  [Civil Procedure Law]

  The discipline of civil procedure law is a national key discipline of law. It is also one of the earliest disciplines in China to offer the master's program of law and the qualification for granting the doctor's degree. The discipline began to recruit master's degree students in 1979 and doctor's degree students in 1995. In 2006, the course of civil procedure law was rated as a National Excellent Course. In 2012, the course of civil procedure law was approved as a National Excellent On-lineOpen Course. In 2013, the course of civil procedure law was approved as a National Excellent Resource-sharing Course. In 2016, the course of civil procedure law was approved as the first batch of National Excellent Resource-sharing Courses. In 2019, it was approved as Chongqing High Quality Online Open Course. In terms of the construction of characteristic research base, the discipline jointly established "People's Court Research Center" with the Supreme People's Court in 2014, and "Implementation Research Institute" with the Supreme People's Court and Xinhua Data Company in 2019.

  

 

  

   Undergraduate Program

  The Law school of SWUPL has always insisted on talent training as the fundamental task of the work, attached great importance to undergraduate education, and centered on "undergraduate teaching", promoted the development of all aspects of the work of the School. In terms of the orientation of talent training objectives, the School closely adheres to the characteristics of "practical education and argumentation culture" of the University, combines its own characteristics of disciplines, courses, teachers, highlights the characteristics of "judicial practical education", and positions the talent training objectives of the school on the basis of the professional groups of judges, prosecutors, lawyers, government staff, enterprise legal personnel, etc., and takes employment as the basis. With the legal professional ability as the core, we will focus on cultivating high-quality professionals who systematically master the theoretical knowledge and judicial practice skills of law, have practical ability, innovative awareness and pioneering spirit, and can engage in legal practice, legal education, research and social management in national judicial organs, administrative organs, enterprises and institutions, and social organizations. Based on the core elements and internal relations of legal professional education and training, such as professional ethics, legal thinking, legal language, professional knowledge, professional skills, and continuous learning ability, the professional curriculum aims to focus on improving students' ability of legal interpretation, legal reasoning, legal argumentation, and legal facts exploration, and thus forms the three-dimensional training mode of “core professional quality",“core professionalknowledge structure” and “core professional ability”.

  Main course structure: Jurisprudence, China's Legal History, China's Constitution, Legal Logic, Administrative Law, Administrative Procedure Law, Civil Law, Commercial Law, Intellectual Property Law, Economic Law, Civil Procedure Law, Criminal Law, Criminal Procedure Law, International Law, Private International Law, International Economic Law and other major courses of law. In addition, there are Professional Foreign Languages, Legal Documents, Real estate Law, Finance, Taxation and Finance Law, Contract Law, Marriage and Family Inheritance Law, Maritime Law and other related courses are taken as optional courses, while multiple natural science, literature and art, and physical education courses are taken as optional courses, so that students can consolidate their professional knowledge and improve their comprehensive quality. Students are awarded a bachelor's degree in law upon graduation.

  Graduate Program

  The School carries out classified training and management for the academic master's degree students and professional master's degree students. The postgraduate of academic degree pays attention to the cultivation of academic innovation ability, aiming at cultivating high-level research talents who have solid basic theory and system expertise, can creatively carry out scientific research and independently undertake professional work. The postgraduate of professional degree pays attention to the cultivation of practical innovation ability and professional development ability, aiming at the cultivation of applied and professional high-level talents with comprehensive professional quality. Adhere to the teaching style of combining theory with practice, the School placesemphasis upon teaching reform, and strengthens the training of students' basic skills and practical work ability. No matter in curriculum learning, teaching practice, thesis writing and other aspects, there are strict standards and requirements. Additionally, the School also establishes a close talent training relationship with courts, procuratorates, law firms, inviting judges, prosecutors, lawyers and other practical experts to enter the classroom, realizing the seamless connection between talent training process and the needs of the practical departments, and realizing the deep integration of the School's legal professional education and the legal professional training of the practical departments.
